HI there lsumba99,
Mac: The Wireless Transmitter Utility may be unable to pair with or adjust settings for connection to the camera if the camera memory card contains large numbers of photos (hundreds or more). Remove the memory card before pairing the camera with the computer or adjusting connection settings. What we need is a software or a utility that transfers from the Nikon S7000 to my PC or laptop either via wireless wifi or via LAN. Your app is only for the smart phones. My storage of pictures is not my phone, it is my pc’s hard drive. I have searched everywhere and i cannot find a utilty that can do this. Nikon, wireless, wmu, nikon wireless utility, nikon wifi, mobile camera photo sharing, wireless device. I was able to get it working by using another app, Camera Connect & Control. It let me enter IP address of the camera once connected. You have to go to the camera WIFI setting and find out its IP address from “DHCP server IP address”. Once you connect from you phone app, you need to put in IP from step 1.
It sounds like the software app to connect your iPad and Nikon camera via Wi-Fi isn't working correctly but it does on your phone. I would start by quitting that app as well as your Settings app:
Force an app to close in iOS
https://support.apple.com/en-us/HT201330
1. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.
When you have done that restart the device and test the issue again:
iOS: Turning off and on (restarting) and resetting

If that doesn't work then I would use these steps specifically from the following article:
If an app you installed unexpectedly quits, stops responding, or won’t open
